Synopsis[]
Doc and Keigo Oonishi arrive at the precinct to see Ichise.
Along the way Ichise runs into Ran, but he ignores and passes her. Ran tails him nonetheless, following a few meters away.
Eventually Ichise, still getting used to the new parts, and Ran meet Shinji and members of Racan. Once again Shinji invites Ichise to at least come with them. This time Ichise goes with them to their headquarters. Ran comes along.
Tatsuya Sakimura and Kazuho Yoshii get together and talk. Sakimura talks about his concern regarding the movements of both Organo and the Salvation Alliance, and his concern about Yoshii’s involvement in all this. Yoshii essentially says that only a spark is needed to set the stage for major conflict.
Oonishi wants to negotiate with the Salvation Alliance before taking more brutal measures against the continuing attacks on Organo members. News eventually reaches them that a high-level member has been shot while in his car. He therefore contacts the Alliance, but gets the “no negotiation” stance. The assassination has been attributed to them, and they are not taking back the allegation. Organo therefore also takes the “no negotiation” stand.
Behind the scenes, Yoshii has been orchestrating the “spark”. He is the one murdering members of Organo, while quoting the Alliance’s motto. He is the one who gunned down the high-level Organo member, and made it appear that the Salvation Alliance did it. Then, after informing Oonishi, he bombs one of the Alliance’s meeting places, setting it on fire.
